Does Anyone Know A Low-cost Low Carb Diet That Actually Works?

I want to start the new year with a sensible diet, that is low in cost (i am a full time student and part time nanny so my budget is stretched thin). I am looking for something that does not entirely cut carbs but minimizes it. Since I was a child my body has a hard time digesting carbs and dairy.
I am looking to lose between 20-50 pounds (I have gained 40 pounds since coming to the USA). I will also be incorporating exercise. PLEASE HELP, i need some tried and trued diet plans to stick to

Try focusing on eating more protein. It will help you build up muscle & ultimately your metabolism. I know dieting can sometimes be expensive but things like tuna, eggs/egg whites, beans/lentils & yogurt are good for you and fairly inexpensive.
